7 DE Admin. Code 1102 Natural Minor Permit Application: Sunoco Pipeline

Notice has been given that:

Sunoco Pipeline, L.P., requests a temporary operation permit for a portable 7344 SCFM EXPRO Model No. FS6X25 23.6 mmBTU\hr butane fired flare at their Claymont, Delaware, facility in order to support required pipeline testing and to minimize the safety risk and emissions impact for the required maintenance activities. The pipeline originates outside of the Coastal Zone, does not connect to a manufacturing or heavy industry use within the Coastal Zone, and terminates outside of the Coastal Zone. Sunoco Pipeline, L. P. anticipates the need for up to three (3) separate flaring events. The operation permit will terminate by sixty (60) days of the commencement of operations. By Permit# APC-2019/0075 emissions will not exceed 0.001 tons of nitrogen oxides, 0.002 tons of carbon monoxide, and 0.007 tons of volatile organic compounds.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending May 27, 2019. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
