Coastal Zone Act Permit Isued: Veolia North America Regeneration Services, LLC – #436P

Under the authority of the Coastal Zone Act (7 Del. Code, Ch. 70) and the “Regulations Governing Delaware’s Coastal Zone,” the Secretary of the Department of Natural Resources and Environmental Control (DNREC) has issued a Coastal Zone Act Permit to Veolia North America Regeneration Services, LLC (Veolia).

Veolia submitted a permit application on March 25, 2019 to increase sulfuric acid regeneration of 550 tons per day, as allowed by existing permit #406, to 750 tons per day at their facility in New Castle, Delaware. The plant was designed and built to accommodate this daily production limit increase. The applicant will more than offset increased air emissions resulting from this project through the purchase of emissions reduction credits at a ratio of 1.3:1.

A public hearing was held on July 16, 2019 in the DNREC facility at 391 Lukens Drive, New Castle, Delaware. Public comments were received and addressed in a Technical Response Memorandum to the Public Hearing Officer.

Anyone wishing to appeal this decision to the State Coastal Zone Industrial Control Board must do so by close of business October 20, 2019. An appeal form may be acquired by calling Sascha Mohammed at (302) 739-9000. There is a $100 appeal application fee. If no appeal is received within the appeal period, this decision becomes final.
