7 DE Admin. Code 1102 Natural Minor Permit Application: Messer, LLC

Notice has been given that:

Messer, LLC requests a natural minor permit to operate their existing Air Separation and Purification Plant which consists of the following existing equipment: a Cryoquip Twin-Burner Water Bath Vaporizer (2 x 30 mmBTU/hr), a Thermax Water Bath Vaporizer (2 x 8 mmBTU/hr), a Pre-purification Regeneration Heater (6.2 mmBTU/hr), and an Emergency Generator (3.1 mmBTU/hr) at their 6000 Philadelphia Pike, Claymont, Delaware facility.  The facility is requesting classification as a natural minor source due to various process unit shutdowns and equipment removal, which results in a reduction of their Potential to Emit of NOX to below the major source threshold.  The total estimated emissions from the above-mentioned equipment are 22.40 TPY NOX, 2.01 TPY VOCs, 0.65 TPY HAPS, 0.43 TPY SOX, 30.39  TPY CO, 2.92  TPY PM2.5, and 2.92 TPY PM10, and will be permitted by Permits# APC-2020/0015-CONSTRUCTION/OPERATION, Permit# APC-2020/0016-CONSTRUCTION/OPERATION, Permit# APC-2020/0017-CONSTRUCTION/OPERATION, Permit# APC-2020/0018-CONSTRUCTION/OPERATION.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending November 4, 2019.  A request for a hearing shall be in writing.  The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
