The Department has adopted a plan regarding the clean-up of the Community Plaza New Castle Operable Unit 1 (OU-2) Site locatedin New Castle. The Site has two commercial buildings used as a shopping center. One of the buildings has a dry cleaner. OU-1 addresses soil contamination and OU-2 addresses groundwater and soil gas. The remedy of OU-2 consists of an environmental covenant limiting groundwater withdrawal, compliance with a Long-Term Stewardship Plan (LTS), and compliance with a contaminated material management plan (CMMP).
DNREC issued public notice of the Proposed Plan for Operable Unit 2 of the Community Plaza New Castle on October 30, 2019. There were no comments or questions from the public regarding the Proposed Plan. The public may appeal this Final Plan for a period of twenty (20) days from the date of this notice. In the event the twentieth day falls on a weekend or holiday, the final date to appeal will be the next business day.
