Division of Waste and Hazardous Substances

Start Date: June 10, 2020
End Date: July 8, 2020

The Department has adopted a plan regarding the clean-up of the Former Rodney Dorm Site located in Newark. The Site, once used by the University of Delaware for student housing and dining hall requires the following remedial actions: abatement/removal of asbestos-containing materials (ACMs), lead-based paint, and other hazardous materials; the removal and disposal of all Polychlorinated Biphenyl (PCB) containing fluids and equipment; conduct supplemental concrete pad investigation to delineate the PCB impact to concrete in Buildings A/B, C/D, and the Power House Building after demolition; remove all monitoring wells once no longer needed; completed a Contaminated Materials Management Plan (CMMP); issue an Environmental Covenant restricting land use to non-residential uses, limit groundwater withdrawal, and compliance with the DNREC-approved CMMP. These actions have been completed except the recording of the Environmental Covenant and a submittal of a Remedial Action Completion Report.

DNREC issued public notice of the Amended Proposed Plan for the Former Rodney Dorm Complex Site on May 10, 2020.  There were no comments or questions from the public regarding the Amended Proposed Plan.  Details of the Final Plan are available online at: www.nav.dnrec.delaware.gov/DEN3/
