The Division of Air Quality encourages all applicants to meet with an air permitting engineer before submitting a final permit application. This Draft Application Review Meeting ensures that the final application will be both administratively complete and technically complete.

Schedule Your Review

To schedule a Draft Application Review Meeting, please contact your assigned air permitting engineer. If you do not have an assigned air permitting engineer, contact the Division at 302.739.9402.

Submit a Draft Application

Once you have scheduled your Draft Application Review Meeting, submit a draft application to your assigned permitting engineer. Please note that the draft application should be submitted to your assigned permitting engineer seven calendar days prior to your Draft Application Review Meeting.

You may submit your final application at the close of your Draft Application Review Meeting if your assigned permitting engineer believes that your draft application is complete. To submit a final application you must enclose the appropriate application fees.

If your assigned engineer requests additional information at the Draft Application Review Meeting, you may submit your final application once you have collected the information. To submit a final application you must include the appropriate application fees.

Review for Completeness

Once a final application has been submitted, the Division of Air Quality will review the application for administrative completeness.

Applicants who have submitted an administratively complete application will receive a letter stating that the application is complete.

Applicants who have submitted an administratively incomplete application will be notified by telephone and/or e-mail that the application is not administratively complete. The notification will include the information required to make the application administratively complete.

If the required information is not received within 14 calendar days of the notification, a registered letter will be sent to the applicant requesting the required information. If the required information is not submitted within 14 calendar days of the letter, the application will be returned to the applicant.

Technical Review

Once a permit application is deemed administratively complete, it will be sent to the assigned permitting engineer for a technical completeness review.

If the application is not technically complete, the applicant will receive a phone call and a follow-up e-mail from the assigned engineer or scientist to discuss the missing information. The applicant will be given 14 calendar days to supply this information.

If the missing information is not received within 14 calendar days, a registered letter will be sent to the applicant requesting the required information. If the information is not received within 14 calendar days of the letter, the application will be returned to the applicant.

Once a permit application has been deemed both administratively and technically complete, the assigned permitting engineer will begin processing the application.
