Energy Efficiency Resource Standards Workgroup



The Energy Efficiency Resource Standards (EERS) Workgroup came together in 2009 to assist the planning process and implementation of energy reduction objectives and quantitative targets for Delaware. The workgroup submitted its report to the Secretary of DNREC in June of 2011.

Background

The workgroup was established in the Energy Conservation and Efficiency Act of 2009 (26 Del.C. Chapter 15). The Act designated energy efficiency as a priority energy resource in the state that should be considered before other new supply-side resources are obtained. The law also encouraged cost effective reductions in energy consumption and peak demand by establishing ambitious targets for reductions in energy use.

The workgroup was asked to prepare a report on the feasibility and impacts of pursuing the energy efficiency goals and to make recommendations to the Secretary for the planning and implementation of the policy.

The 11-member workgroup included the State Energy Coordinator and representatives of Delmarva Power & Light, Delaware Electric Cooperative, Chesapeake Utilities, the Delaware Municipal Electric Corporation, the Delaware Public Service Commission (PSC), the Public Advocate, the Delaware Sustainable Energy Utility (SEU), the Weatherization Assistance program manager, and two members of the public with experience representing low-and moderate-income families and environmental concerns.
