The Delaware Energy Efficiency Advisory Council



The Delaware Energy Efficiency Advisory Council (EEAC) helps Delawareans reduce energy loss and cost through energy efficiency programs. The EEAC is a collaborative panel of representatives that develops statewide programs to increase energy efficiency, reduce energy usage, and lower consumer energy costs.

The council was established by the legislature in 2014 as part of the Delaware Energy Act (29 Del.C. Chapter 80, Subchapter II) which enables Delaware electric and gas utilities to provide cost-effective energy efficiency programs to their customers and will help Delaware meet statewide energy savings targets.

Council Members

The council includes 13 representatives from a wide range of stakeholders who assist with the development and deployment of energy efficiency programs and financing mechanisms. Council members include representatives from the Delaware Sustainable Energy Utility, Delaware’s energy utilities, DNREC, and the manufacturing, agriculture, environmental, commercial, residential, and low-income sectors.

Mission Statement

The mission of the Delaware Energy Efficiency Advisory Council is to assist affected energy providers in the development of energy efficiency, energy conservation, peak demand reduction, and emission-reducing fuel switching programs for all customer classes. These programs and financing mechanisms will be cost-effective, reliable, and feasible, and include evaluation, measurement, and verification of energy savings. The council shall collaborate with the Public Service Commission staff and the Public Advocate to recommend candidate programs for three-year portfolios to be approved by the Public Service Commission or the appropriate governing body.

Workgroups

The council includes two permanent workgroups. The membership of both includes, at a minimum, a representative from each program administrator, DNREC, and from consultants to the council. Other members of the council may join either workgroup.

The Energy Access and Equity Collaborative Workgroup (formerly the Low-Income Energy Efficiency Subcommittee) was created to support all Delaware low-income energy efficiency programs and initiatives by providing feedback and guidance on the development and implementation of cost-effective program offerings.

The Evaluation, Measurement and Verification Workgroup (EM&V) prepares recommendations for the council related to planning, managing, directing, overseeing, and reporting of all Evaluation, Measurement and Verification activities.
