7 DE Admin. Code 1102 Natural Minor Permit Applications: The Animal Soul

Notice has been given that:

The Animal Soul Inc. requests a 7 DE Admin Code 1102 natural minor permit to construct one (1) B&L BLP-1000 M7 animal crematory at their 323 Robinson Lane, Wilmington DE 19805 facility. The crematory will be permitted to emit 3.99 tons per year (TPY) of particulate matter (PM), 4.57 TPY of nitrogen oxides (NOx), 3.82 TPY of carbon monoxide (CO), 1.81 TPY of sulfur dioxide (SO2), and 0.34 (TPY) of volatile organic compounds (VOC) by Permit: APC 2023/0060-Construction.

The Animal Soul Inc. also requests an amendment of operation hours for two (2) B&L BLP-500 animal crematories under Permit: APC-1995/0541-Operation (Amendment 04) and Permit: APC-2001/0296 Operation (Amendment 02), and one (1) B&L BLP-750 animal crematory under Permit: APC-2015/0108-Operation (Amendment 01). Each of the B&L BLP-500 units will be permitted to emit 1.05 tons per year (TPY) of particulate matter (PM), 1.16 TPY of nitrogen oxides (NOx), 0.97 TPY of carbon monoxide (CO), 0.48 TPY of sulfur dioxide (SO2), and 0.09 TPY of volatile organic compounds (VOC). The B&L BLP-750 will be permitted to emit 1.07 TPY of particulate matter (PM), 1.49 TPY of nitrogen oxides (NOx), 1.25 TPY of carbon monoxide (CO), 0.48 TPY of sulfur dioxide (SO2) and 0.11 TPY of volatile organic compounds (VOC).

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending April 3, 2023. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
