Final Plan of Remedial Action for 601 Delaware Avenue Site (DE-1779)

Division of Waste and Hazardous Substances

Published: July 3, 2022

The Delaware Department of Natural Resources and Environmental Control (DNREC) has adopted a plan regarding the clean-up of the 601 Delaware Avenue Site (DE-1779) located at 601 Delaware Avenue in Wilmington, Delaware. The site is approximately 0.19 acres in size, located in a densely-urbanized setting, and until 2021, was used as office space for Christiana Health Care System. Prospective use of the site is anticipated to be a surface parking lot.

The 601 Delaware Avenue Site will be subject to the following remedial actions:

  • Development of and compliance with a Contaminated Materials Management Plan (CMMP) that ensures that any contaminated materials are appropriately managed and/or disposed of off-site
  • Recording of an Environmental Covenant (EC) that restricts groundwater withdrawal, requires DNREC approval of any soil disturbances and relocation, prohibits site redevelopment into single-family residencies, and ensures compliance with the CMMP
  • Request of a Certification of Completion of Remedy (COCR)

DNREC issued a public notice of the Proposed Plan for the 601 Delaware Avenue Site on May 08, 2022. There were no comments or questions from the public regarding the Proposed Plan during this time frame, which concluded on May 30, 2022. Details of the Final Plan are available at the office of DNREC-RS online at: den.dnrec.delaware.gov
