Proposed Plan of Remedial Action for Cavaliers Country Club – Operable Unit 2 (DE-1600)

The Delaware Department of Natural Resources and Environmental Control (DNREC) invites public comment on a proposal to clean-up Cavaliers Country Club – Operable Unit 2 (DE-1600) located at 100 Addison Drive in Newark, Delaware. The Site is part of a former 18-hole golf course that has been divided into three operable units, OU-1A, OU-1B and OU-2, to facilitate cleanup and redevelopment. Cavaliers Country Club OU-2 consists of approximately 4 acres located on the northeastern portion of the former 18-hole golf course and includes multiple buildings that were formerly utilized for facility maintenance, as well as a paved drive and walkway.

Cavaliers Country Club OU-2 will be subject to the following remedial actions:

  • Submittal of a Remedial Action Work Plan, which specifies the methods to be used to remediate the site including the removal and disposal of impacted soils to meet DNREC Hazardous Substance Cleanup Act (HSCA) standards
  • Development and compliance with a Contaminated Materials Management Plan (CMMP), ensuring that contaminated materials are appropriately managed and/or disposed of off-site
  • Recording of an Environmental Covenant (EC), restricting groundwater withdrawal and ensuring compliance with the CMMP
  • Submittal of a Remedial Action Completion Report (RACR) upon completion of the specified remedial actions
  • Request of a Certification of Completion of Remedy (COCR)
