Proposed Plan of Remedial Action for Chestnut Run Plaza Dupont OU-1 (DE-1778)

The Department invites public comment on a proposal to clean-up the Chestnut Run Plaza DuPont Operable Unit 1 (OU-1) (DE-1778) Site located at 984 Centre Road in Wilmington. The Site has been used and will continue to be used for research laboratory and office space.

The proposed remedial actions for the Site address only soil and soil vapor contamination as the groundwater contamination is being addressed under another operable unit. The proposed remedial actions for the Site under the Delaware Hazardous Substance Cleanup Act (HSCA) include: Remedial Action Work Plan- Perform hotspot soil removal and confirmatory sampling. Environmental Management During Construction- Develop and implement a Contamination Material Management Plan (CMMP); Vapor Mitigation System; Long-Term Stewardship Plan (LTS)-Development and implement a LTS Plan; Institutional Controls- placement of an environmental covenant limiting groundwater withdrawal, restricting to non-residential site uses, prohibiting building renovation/demolition without prior DNREC approval, compliance with the LTS and CMMP; and a Remedial Action Completion Report.

DNREC is holding a public workshop for the Proposed Plan of Remedial Action for OU-1. CRISP Partners LLC will also be available to answer questions concerning the redevelopment of OU-1, Building 709. The public workshop will be held Monday, September 26, 2022 from 4:00PM to 6:00PM in Building 702 on the Chestnut Run Innovation and Science Park campus.
