Proposed Plan of Remedial Action for Operable Unit 2 (OU-2) and Operable Unit 4 (OU-4) of the SIP Property Site (DE-1408)

The Department invites public comment on a proposal to clean-up Operable Unit 2 (OU-2), located at 1103 East 8th Street, and Operable Unit 4 (OU-4) of the SIP Property Site (DE-1408) [“Site”] in Wilmington. Historically, the Site was used as part of shipbuilding operations. OU-2 of the Site is largely covered with the concrete foundation from a demolished building but has some vegetated areas, and also includes sediment and surface water adjacent to the Site. OU-4 represents the groundwater and soil gas beneath the entire Site.

The following key remedial actions will address OU-2 and OU-4 of the Site: placement of a cap consisting of impervious material, such as asphalt or concrete, or at least one feet of DNREC-approved fill material, placement of a vapor mitigation system beneath any newly-constructed buildings with an identified area of concern, the recording of an Environmental Covenant with the property deed that restricts property use to non-residential, restricts groundwater use, and requires compliance with the site-specific Contaminated Materials Management Plan (CMMP) and Long-Term Stewardship (LTS) Plan, which includes groundwater monitoring.
