Request for Proposals – Scrap Tire Management Contractors

The State of Delaware, Department of Natural Resources and Environmental Control (DNREC), Division of Waste and Hazardous Substances (WHS) is seeking to build its “Qualified Vendors List for Scrap Tires” to continue the removal of scrap tires from residential and commercial properties, and during community drop-off day events, using the state’s Scrap Tire Fund.

Since 2006, the Scrap Tire Management Program has utilized the Scrap Tire Fund to remove scrap tires from multiple sites in Delaware’s three counties. While many scrap tire piles have been removed, scrap tires remain, these piles ranging in size from fifty to many hundreds of thousands. In addition, community drop-off day events sponsored by DNREC are very popular, with up to 50 tons of scrap tires collected per event.

The scrap tire piles to be removed are located on lands with varying accessibility and topography, as well as variation in scrap tire sizes and the condition of the scrap tires. Community drop-off day events are held in easily accessible parking lots, with the acceptance of passenger and light duty truck tires.

A Request for Proposals (RFP) legal notice will be published on January 23, 2023. The RFP will also be posted online at bids.delaware.gov.
