Delaware Department of Transportation (2-33-6.00-116.10) – To perform compensatory mitigation for impacts related to the widening of Angola/Robinsonville Road & Camp Arrowhead Road. The applicant proposes to create a wetland mitigation site along the Delaware Botanic Gardens shoreline of Pepper Creek. The design proposes to raise the elevation of the drowning low marsh and create new wetlands by installing a 480 foot long by 3.5 foot tall rock sill (584 cubic yards of R-6 riprap) parallel to Pepper Creek and backfilling behind the rock sill varying depths of beach sand fill material. The rock sill will be constructed in sections that include gaps to promote ingress and egress of tide and wildlife. Coir logs will be installed perpendicular to Pepper Creek at the north and south ends of the rock sill to retain the fill. Two natural drainage channels exist within the proposed shoreline stabilization limits. The drainage channels will be stabilized with coir logs running longitudinally along both banks and with oyster shell bags in the bed of the drainage channels. All fill material installed below Mean High Water (MHW) will be planted with smooth cordgrass (Spartina alterniflora) and waterfowl exclusion fencing will be installed for the first growing season. The applicant proposes to temporarily impact 1,792 square feet of state-regulated tidal wetlands and 5,704 square feet of subaqueous lands for the construction of an entrance and to permanently impact 117 square feet of state-regulated tidal wetlands and to fill 14,197 square feet of near-shore subaqueous lands and to enhance 18,191 square feet of state-regulated tidal wetlands in Pepper Creek at 30220 Piney Neck Road, Dagsboro, Sussex County, DE.
