Title V Synthetic Minor Permit Applications: Datwyler Pharma Packaging USA

Notice is hereby given that Datwyler Pharma Packaging USA, Inc. has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for a permit amendment to construct and operate an additional coating line and two (2) associated baghouses venting to the existing Catalytic Oxidizer at their 571 Merrimac Avenue, Middletown, Delaware facility.

Datwyler Pharma Packaging USA, Inc. requests to limit the hours of operation to 6000 hours per year. These limits with the operation of the Catalytic Oxidizer are necessary to restrict Datwyler Pharma Packaging USA, Inc.’s potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. Total estimated emissions from the facility are 0.106 lb/hr and 0.329 ton/year Volatile Organic Compounds (VOCs), 0.10 lb/hr and 0.31 ton/year Total Hazardous Air Pollutants (HAPs), 0.82 lb/hr and 2.45 tons/year Acetone, 0.117 lb/hr and 0.351 ton/year Nitrogen Oxide (NOX), 0.0007 lb/hr and 0.0021 ton/year Sulfur Dioxide (SO2), 0.008914 lb/hr and 0.027043 ton/year Total Particulate Matter (PM), and 0.098 lb/hr and 0.295 ton/year Carbon Monoxide (CO).

The application, the “draft” permit (APC: 2018/0060-CONSTRUCTION/OPERATION(Amendment 1)(VOC RACT)(SM)(MNSR), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending January 11, 2021. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
