Notification of Public Comment for a Brownfield Development Agreement for the Villa Maria Site, (DE-1728)

Pursuant to the Hazardous Substance Cleanup Act (HSCA), 7 Del. C. Chapter 91, §9126, the Department of Natural Resources and Environmental Control (DNREC) is required to issue a public notice within twenty days after entering into negotiations for a Brownfield Development Agreement (BDA).  A BDA is an agreement between DNREC and a Brownfield developer with respect to a Certified Brownfield Site that sets forth a scope of work and schedule of remedial activities during the development of the Site.

DNREC’s Remediation Section (DNREC-RS) negotiated a BDA with Sacred Heart Housing Inc. regarding the Villa Maria Site (Site), located at 2004, 2006, 1920, & 1914 N Market Street., 50/52 Race Street, 1901, 1903, 1905, 1907, 1915, 1925, 1927, and 1929 Hutton Street, in Wilmington, Delaware.  Identified by New Castle County as tax parcel numbers 26-029.10-012, 26-029.10-013, 26-029.10-016, 26-029.10-017, 26-029.10-030, 26-029.10-031, 26-029.10-032, 26-029.10-033, 26-029.10-034, 26-029.10-035, 26-029.10-036, 26-029.10-037, and 26-029.10-038, the Site may have had a release of hazardous substances as a result of historical activities on the Site.  For more information, please see DNREC’s navigator at: www.nav.dnrec.delaware.gov/DEN3.
