Federally Enforceable 7 DE Admin. Code 1102 Application: Christiana Care Health Services

Notice is hereby given that Christiana Care Health Services, Inc. – Wilmington Hospital – having a facility at 501 West 14th Street, Wilmington, Delaware, has requested federally enforceable 7 DE Admin. Code 1102 construction permits (APC-2019/0079-CONSTRUCTION(NSPS)(FE)) for a 750 kW (1135 BHP) natural gas fired emergency generator and (APC-2019/0080-CONSTRUCTION)(NSPS)(FE) for a 1000 kW (1490 BHP) diesel/natural gas fired emergency generator to provide additional emergency back up support for the hospital’s expansion. The 750kW generator engine complies with US EPA regulations under the provisions of 40 CFR 1048.101(a), Non-Road emission limits. The 1000 kW generator engine complies with US EPA regulations under the provisions of 40 CFR 89, Non-Road Tier II emission limits.

Christiana Care Health Services, Inc. is requesting federally enforceable limits on operating hours for these units. The 750 kW generator emissions will be limited to 0.014 ton per year (TPY) of Nitrogen Oxides (NOx), 0.075 TPY of Carbon Monoxide (CO), 0.074 TPY of Total Hydrocarbons (THC), 0.003 TPY of Sulfur Oxides (SOx), 0.0098 TPY of Particulate Matter (PM10) and 0.016 TPY of Hazardous Air Pollutants (HAPs). The 1000 kW generator emissions will be limited to 0.65 TPY of NOx, 0.11 TPY of CO, 0.01 TPY of THC, 0.001 TPY of SOx, 0.02 TPY of PM10 and 0.0006 TPY of HAPs.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permits into the facility’s existing Synthetic Minor permit (Permit: APC-1980/1268-OPERATION(Amendment 3)(NOxRACT)(SM) via an Administrative Amendment.

The application, the “draft/proposed” construction permit, all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy of summary of other materials, if any, considered in preparing the “draft/proposed” permit may be inspected at the offices of the Division of Air Quality, State Street Commons, 100 W. Water Street, Suite 6A, Dover, Delaware and 715 Grantham Lane, New Castle, Delaware. The “draft/proposed” construction permit is being submitted to EPA for concurrent processing. If there are no significant comments, the “draft/proposed” construction permit will be issued as a final permit after the expiration of the EPA review period.

A public hearing on the above application will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 30 days from the date of this notice, ending Monday, June 24, 2019. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
