The DNREC Environmental Finance Office administers the Delaware Water Pollution Control Revolving Fund (also known as the Clean Water State Revolving Fund), making funding available to municipalities, private organizations, nonprofit organizations and private individuals.

The Environmental Finance Office provides planning, engineering and financial assistance in the form of low-interest loans and grants to eligible applicants that request assistance to promote water quality projects which protect natural resources and reduce the risk of pollution from septic tanks, underground storage tanks and other activities. These include all types of non-point source, watershed protection, restoration, and estuary management projects, as well as more traditional municipal wastewater treatment projects.

The Environmental Finance Office provides administrative services to the Delaware Water Infrastructure Advisory Council. It works in partnership with the DHSS Safe Drinking Water State Revolving Fund.


The Water Infrastructure Advisory Council is accepting public comment on drafts of project priority lists and intended use plans for the state’s Clean Water State Revolving Fund and Drinking Water State Revolving Fund. Comments are accepted through Friday, April 19, 2024.

Clean Water Initiative for Underserved Communities

Governor Carney has signed the Clean Water for Delaware Act, which creates a new Clean Water Trust to provide funding to protect public health with clean public drinking water in addition to upgraded wastewater treatment opportunities. The Department of Natural Resources and Environmental Control has created a Clean Water Initiative to work with the state’s low-income, underserved communities to put the Clean Water Trust to work.
