Federally Enforceable 7 DE Admin. Code 1102 Applications: Coker Concrete

Notice is hereby given that Coker Concrete LLC having a facility at 949 Horsepond Road, Dover, Kent, Delaware, has requested a federally enforceable 7 DE Admin. Code 1102 construction permit [Permit:  APC-2021/0006-CONSTRUCTION/OPERATION (FE)] for two (2) 110 hp Powersceen portable screeners. Total estimated emissions from the two portable screeners are 2.3 TPY NOx, 0.02 TPY SOx, 0.1 TPY CO, 0.02 TPY VOC, and 0.012 TPY PM.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s existing Synthetic Minor operating permit [Permit: AQM-2014/0046-CONSTRUCTION/OPERATION (SM)] via an Administrative Amendment.

The application and draft permit may be reviewed upon request. The application and draft permit are posted at de.gov/dnrecnotices. A public hearing on the above application will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 30 days from the date of this notice, ending September 7, 2020. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
