Wastewater Facilities Construction Permit Application: Tidewater Environmental Services, Inc.

The Delaware Department of Natural Resources and Environmental Control, Division of Water, hereby gives notice that a permit application has been received from:

Tidewater Environmental Services, Inc. is proposing to replace the existing Milton Delaware wastewater treatment facility with a new one located on the east side of Sam Lucas Road about ½ mile south of the Cave Neck Road intersection in Milton.  The new facility’s effluent will discharge to the existing facility’s Broadkill River discharge location.  The proposed facility is designed to treat an average daily flow of 350,000 gallons per day and satisfy all effluent water quality standards stipulated in the existing facility’s national pollutant discharge elimination system permit no. DE 0021491.  The components in the proposed facility will include rotating screens, a surge tank and mixing system, anoxic, pre-aeration and membrane zone concrete process tanks, a concrete ultraviolet structure, an effluent pump station, sludge transfer pumps, sludge holding tanks, a screw press with rotary drum thickener, biosolids drying beds, an emergency power generator and a process building.

A public hearing concerning the above application will NOT be held unless the Secretary of DNREC determines that a hearing is in the public interest or if a written meritorious request for a hearing is received on or before October 23, 2019. A request for a public hearing shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the permit’s probable impact.
