Title V Synthetic Minor Permit Applications: Air Liquide USA, LLC

Notice is hereby given that Air Liquide USA, LLC- Air Liquide Advanced Separations, Newport Plant has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an amendment to the facility wide permit to incorporate federally enforceable 7 DE Admin. Code 1102 operation permits into the facility wide permit at 305 Water Street, Newport, New Castle County, Delaware.

Air Liquide USA, LLC- Air Liquide Advanced Separations, Newport Plant requests a limit for fiber production and requests operational limits requiring the use of two regenerative thermal oxidizers. These limits are necessary to restrict Air Liquide USA, LLC- Air Liquide Advanced Separations, Newport Plant potential to emit air pollutants, and the limit will be enforceable by the EPA and the state.  Total estimated emissions from the facility are 5.6 tons per twelve (12) month rolling period of volatile organic compounds (VOCs), 1.87 tons per twelve (12) month rolling period of hazardous air pollutants (HAPs), 8.14 tons per twelve (12) month rolling period of nitrogen oxides (NOX), 7.02 tons per twelve (12) month rolling period of carbon monoxide (CO), 0.64 tons per twelve (12) month rolling period of particulate matter (PM10), and 0.15 tons per twelve (12) month rolling period of sulfur dioxide (SO2) emissions.

The application, the “draft” permit (Permit: APC-96/0911-Operation (Amendment 10)(VOC RACT)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be inspected at the office of the Division of Air Quality, State Street Commons, 100 W. Notice is hereby given that Air Liquide USA, LLC- Air Liquide Advanced Separations, Newport Plant having a facility at 305 Water Street, Newport, New Castle County, Delaware, has requested federally enforceable 7 DE Admin. Code 1102 construction permits:

  • Draft/Proposed Permit: APC-2020/0049-CONSTRUCTION (FE),
  • Draft/Proposed Permit: APC-2020/0050-CONSTRUCTION (FE),
  • Draft/Proposed Permit: APC-2020/0051-CONSTRUCTION (FE),
  • Draft/Proposed Permit: APC-2020/0052-CONSTRUCTION (FE),
  • Draft/Proposed Permit: APC-2020/0053-CONSTRUCTION (FE),
  • Draft/Proposed Permit: APC-2020/0054-CONSTRUCTION (FE),
  • Draft/Proposed Permit: APC-2020/0055-CONSTRUCTION (FE), and
  • Draft/Proposed Permit: APC-2020/0056-CONSTRUCTION (FE),

for six (6) process vessels (55 gallons each) and two (2) associated cascade tanks (450 gallons each) for solvent extracting and distribution to expand the External Recirculating Extractors (ERE) process area. Air Liquide’s facility-wide volatile organic compound emissions will not be increased with the issuance of these permits. The 8 total vessels will be permitted to emit 0.395 tons per twelve (12) month rolling period of VOCs and 0.395 tons per twelve (12) month rolling period of HAPs by the draft/proposed permits listed above. Therefore, the total permitted emissions for the ERE process area will be 1.37 tons per twelve (12) month rolling period of VOCs and 1.37 tons per twelve (12) moth rolling period of HAPs upon completion of this expansion. Total estimated emissions from the facility will increase to 5.995 tons per twelve (12) month rolling period of VOCs and 2.265 tons per twelve (12) month rolling period of HAPs.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s Synthetic Minor permit (Permit: APC-96/0911-Operation (Amendment 10)(VOC RACT)(SM)) via an Administrative Amendment (Permit: APC-96/0911-Operation (Amendment 11)(VOC RACT)(SM)).

The application, the “draft/proposed” construction permit, all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy of summary of other materials, if any, considered in preparing the “draft/proposed” permit may be inspected at the offices of the Division of Air Quality, State Street Commons, 100 W. The “draft/proposed” construction permit is being submitted to EPA for concurrent processing.  If there are no significant comments, the “draft/proposed” construction permit will be issued as a final permit after the expiration of the EPA review period.

A public hearing on the above application will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 30 days from the date of this notice, ending March 30, 2020.  A request for a hearing shall be in writing.  The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
