Permit Application

Notice has been given that:

Proximity Malt, LLC, requests a permit to construct one (1) Kice Industries Model CK-30 cyclone to control particulate emissions from the roasting equipment at their 33222 Bi State Boulevard facility in Laurel, within Sussex County. The cyclone is being installed to reduce particulate matter (PM) emissions from the roasting equipment, and is expected to have an efficiency at or above 60% for particulate matter with an aerodynamic diameter of less than or equal to 10 microns (PM10). As such, potential emissions are expected to decrease from 1.15 to 0.46 pounds of PM10 per hour and from 5.02 to 2.01 tons of PM10 per year. The roaster and associated cyclone will be tested to determine new emission limitations, but will be limited to emit less than 0.2 grains of PM per dry standard cubic foot by Permits: APC-2019/0063, 0064, 0065, & 0066-CONSTRUCTION (Amendment 2)(PM2.5 BACT)(VOC BACT) until the test results are available.

The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. To submit comments, for additional information or for information regarding how you can inspect the application, please contact Tracy Mattson at (302) 739‑9402.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending December 7, 2020. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
