7 DE Admin. Code 1102 Natural Minor Permit Application: Delaware Recyclable Products

Notice has been given that:

Delaware Recyclable Products, Inc. (DRPI), requests a construction permit to construct a Hydrogen Sulfide (H2S) pretreatment system with associated media storage tanks, blowers, and gas analyzer at their 246 Marsh Lane, City and County of New Castle landfill.  The proposed system will be installed in the landfill gas (LFG) line to remove sulfur compounds from the LFG prior to flaring. DRPI states that the system has sufficient capacity to reduce H2S concentration in the LFG to levels that will return them to compliance with their existing SOX (Sulfur Dioxides) permit limits by Permit# APC-2020/0048- CONSTRUCTION.  DRPI was issued a Notice of Violation (NOV) dated October 18, 2019 due to failure to comply with the facility’s permitted emission limits for SOX.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending December 30, 2019.  A request for a hearing shall be in writing.  The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
