Emergency Response and Strategic Services



The DNREC Emergency Response and Strategic Services Section oversees emergency response, accidental release prevention, emergency planning and community right-to-know, and boiler safety programs. It assists with public communications and manages financial and paralegal support for the Division of Waste and Hazardous Substances.

The section has three branches: Prevention and Preparedness, Strategic Services, and Emergency Response.

Prevention and Preparedness

The Prevention and Preparedness Branch includes three programs.

The Accidental Release Prevention Program helps protect public health by ensuring that companies with extremely hazardous substances have proper control plans and manage operations to prevent disasters.

The Emergency Planning and Community Right-to-Know Act (EPCRA) Program operates Delaware’s EPCRA Program, which requires a regulated facility to report on the storage, and handling of hazardous and toxic chemicals as well as the release of hazardous chemicals.

The Boiler Safety Program oversees the construction, installation and repair of boilers and pressure vessels in, and destined for, the state of Delaware. The program works to promote public safety through inspections of boilers and pressure vessels. And it provides education on the proper operation, maintenance and repair of boilers and pressure vessels.

Strategic Services

The Strategic Services Branch leads the Division’s core mission support functions to improve efficiency, coordination, and customer experience for internal customers, stakeholders, and the public. The Branch provides support and coordination for financial resources management including grants, loans, contracts and operating budgets; outreach and communications efforts, materials and messaging; legal analyses; enforcement processes and procedures; and data management.

Emergency Response

The Emergency Response Branch includes on-scene coordinators who are highly trained and ready to respond at any time to statewide incidents. Incidents can range from petroleum and hazardous substance spills to major threats such as weapons of mass destruction.

The branch coordinates responses with local fire departments and various local, state, and federal agencies.
