If you are interested in being placed on the next update to the Vapor Recovery Testing Contractors list, we require that your company submit a letter of request to the Division, and provide the following documentation with the letter to demonstrate minimum inclusion criteria:

• A formal request for approval on company letterhead including the name and business mailing address of the compliance testing company owner or operator.
• The address and telephone number of the facility or facilities from which the daily compliance testing activities of the compliance testing company originate.
• A copy of your current Delaware Business License.
• A compilation of the specific testing procedures for the various Vapor Recovery Tests to be performed in Delaware and listed in the regulations, e.g. “Modified San Diego Protocol” 10 inch for Pressure Decay testing or “PEI/RP300-97” for A/L Ratio testing etc.
• A list of key equipment you own that will be used for the respective test.
• A written description of the employee training systems in place at the compliance testing company to ensure the required compliance tests are performed in accordance with applicable protocols and procedures, e.g. hazards of gasoline and/or use of fire extinguishers, etc.
• A copy of the respective test reports for the vapor recovery tests to be conducted in Delaware. The test reports are to include a company certification, literally, as per Section 36.8.1.4 of the Vapor Recovery Regulations.
