Agricultural Utilization Permit – Request for Renewal – Hollis Warren, Inc.

Hollis Warren, Inc. has requested renewal of their existing agricultural utilization permit, State Permit Number AGU 1506-K-03. The current permit authorizes the land application of septage liquid and septage solids that have undergone a process to significantly reduce pathogens (lime stabilization) at the Hollis Warren, Inc. facility, onto approximately 40 acres of approved farmland owned by Hollis Warren, Inc. Stabilized septage solids are applied by subsurface injection and stabilized septage liquid is applied by spray irrigation. The existing permit also authorizes the land application of grease trap waste. Septage and grease trap waste are required to be delivered to the site in accordance with a valid Delaware Waste Transporters Permit. All waste materials are required to be land applied at an agronomic rate based on the nitrogen content of the wastes. The Hollis Warren agricultural utilization site is located on the south side of State Road 10 approximately 4 miles southwest of Woodside, Delaware.

The Department’s Guidance and Regulations Governing the Land Treatment of Wastes, Part III, B., Regulations Governing the Land Treatment of Sludges and Sludge Products and Part V, Regulation Governing Land Treatment of Waste Products, allows for such activity pending public notice.

A public hearing on the above application will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received by 4:30 p.m. November 17, 2020. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
