Massey’s Landing Park, Inc. (234-25.00-31.00) – To conduct the following shoreline stabilization activities: To repair by the installation of 425 linear feet of bulkhead by; to construct 200 linear feet of new bulkhead; to construct 600 linear feet of rip-rap revetment located in two artificial lagoons and areas adjacent to Massey’s Ditch. To conduct mechanical maintenance dredging of ±518 cubic yards of material to a depth of -4 feet MLW in the mouth of the north artificial lagoon and mechanically maintenance dredge ±544 cubic yards of material to a depth of -6 feet MLW in the mouth of the south artificial lagoon and to dispose of the dredged material at three vacant lots located at the northern terminus of Jasper View Lane (38.623649°, -75.097740°), at the southern terminus of Jasper View Lane (38.623045°, -75.097091°), and at the northern terminus of Lucky Lane (38.622484°, -75.096849°) in and adjacent to, Massey’s Landing Park Marina, Millsboro, Sussex County, DE

Delaware City Refining Company, LLC(1200900001- dredging; 1200900001 and 2200300001- disposal) – To dredge the cooling water intake channel and access channel, twice per year, to a depth of 12 feet below mean low water (MLW), to dredge the navigation channel, once per year, to a previously-authorized deeper depth of 37 feet below MLW, and to dredge the berthing area, once per year, to a previously-authorized deeper depth of 40 feet below MLW, removing up to 12.5 million cubic yards of material from the Delaware River and adjacent channel during a 10-year period, and to dispose of the material in confined disposal facilities at the Delaware City Refinery, located at 1771 River Road and 22 Washington Street in Delaware City, New Castle County, DE

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 20 days from this notice. Please indicate in your letter whether your intention is to request a public hearing or whether you are simply providing comments for the Department’s consideration. If a public hearing is desired, please be advised that a public hearing request shall be deemed meritorious if it exhibits familiarity with the application and provides a reasoned statement of the action’s probable impact.
