The Department of Natural Resources and Environmental Control (DNREC) has established an online tool to help those covered by Delaware’s general NPDES permits meet their reporting requirements under the National Pollutant Discharge Elimination System (NPDES).
General NPDES permits are issued for a given state-wide activity, as opposed to individual permits developed and issued on a case-by-case basis for activities not covered by general permits.
The Electronic Notice of Intent (eNOI) system provides construction sites, industrial facilities, pesticide users, small municipal stormwater systems a tool to submit and manage Notice of Intent (NOI) applications.
Visit the Electronic Notice of Intent (eNOI) system and select which general permit you will be reporting for. You will be asked to choose an appropriate user privilege, set a password and security questions, and confirm your account account via email.
You will be asked to read and accept the Electronic Signature Agreement Terms and Conditions and to print, sign, and mail the Electronic Signature Agreement to the Department.
The Department must approve your account before data any data can be entered. Your account cannot be approved until the Electronic Signature Agreement is received.
Go to the Electronic Notice of Intent (eNOI) system and log-in to your account.
Under User Actions, select Click Here to do Data Entry. Under Submission Type, select Notice of Intent and then Add New Submission.
Complete information for the owner and operator contact tabs. Click Next.
Complete information for the operator. Click Next.
Complete information for the entity and chemicals used. Add any comments. Click Save.
Save the submission and electronically sign the Permittee Certification, if applicable.
Review your submission information and submit it.
Print your submission and save it for your records.
Click Continue to return to the home page.
