LEGAL NOTICE: TITLE V SYNTHETIC MINOR PERMIT APPLICATIONS

Notice is hereby given that Bracebridge Corporation (A Wholly Owned Subsidiary of Bank of America) – Deerfield Complex has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an amendment to their operating permit for their facility located at 655 Paper Mill Road, Newark, Delaware.

Bracebridge-Deerfield Complex requests a permit amendment to increase the operational hours for six (6) emergency generators currently located at the facility. The requested increase is due to the local utility performing a substation transformer upgrade project in which the utility service will need to be interrupted as the equipment is replaced. The increase in the operational hours for the emergency generators will prevent a forced shutdown of critical facilities and business operations. In addition, revisions to the operational and emissions limits of the boilers and miscellaneous fuel burning equipment have also been included in the requested permit amendment. Total permitted emissions for the facility are 22.50 TPY of Nitrogen Oxides (NOX), 8.40 TPY of Carbon Monoxide (CO), 0.90 TPY of Total Hydrocarbons (THC), 0.30 TPY of Sulfur Oxides (SOX), and 1.00 TPY of Particulate Matter (PM10). These limits are necessary to restrict Bracebridge’s potential to emit air pollutants, and the limits will be enforceable by both the EPA, and the State.

The application, the “draft” permit (APC-1997/0492-OPERATION(Amendment 10) (SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be inspected at the office of the Division of Air Quality, State Street Commons, 100 W. Water Street, Suite 6A, Dover, DE 19904. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending March 4, 2019. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
