Title V Synthetic Minor Permit Application: Christiana Care Health Services, Inc. – Wilmington Hospital

Notice is hereby given that Christiana Care Health Services, Inc. – Wilmington Hospital has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an amendment to their operating permit at 501 West 14th Street, Wilmington, Delaware.

Christiana Care Health Services, Inc. requests to revise their federally enforceable limits of operating hours and fuel usage in order to incorporate two 1500 kW emergency generators, authorized by Permits: APC-2010/0059&0060-OPERATION (FE)(NSPS), one new 750 kW emergency generator (Permit:APC-2019/0079-CONSTRUCTION(NSPS)(FE)) and  one new 1000 kW emergency generator (Permit:APC-2019/0080-CONSTRUCTION(NSPS)(FE)). The generators provide additional emergency back up support for the hospital’s expansion. These limits are necessary to restrict Christiana Care Health Services, Inc.’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the State. Total estimated emissions from the facility are 14.67 tons per year (TPY) of Carbon Monoxide (CO), 22.52 TPY of Nitrogen Oxides (NOX), 1.83 TPY of Total Hydrocarbons (THCs), 1.38 TPY of Particulate Matter (PM10) and 0.11 TPY of Sulfur oxides (SOX).

The application, the “draft” permit (APC-1980/1268-OPERATION(Amendment 4)(NSPS)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be inspected at the office of the Division of Air Quality, State Street Commons, 100 W. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending August 5, 2019.  A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
