7 DE Admin. Code 1102 Natural Minor Permit Applications: Highline Warren LLC

Notice has been given that:

Highline Warren LLC (formerly Twinco Romax LLC), requests a permit to increase the throughput of raw materials through previously permitted equipment which includes: four (4) 8,400 gallon holding tanks, one (1) 1,000 gallon process tank, one (1) 1,000 gallon filling tank, and six (6) 35,000 gallon above ground storage tanks at their 1 Crowell Road, Wilmington New Castle County, Delaware facility. The facility mixes and bottles automotive fluid products consisting of methanol, ethanol, and propylene glycol, in various combinations and concentrations with water to create various products (including Wash Products, Antifreeze Products, Pool RV, Marine Extreme, SuperTech RV, 100 Plus, RV Glycol and RV Plus). The facility will be permitted to emit 1.21 tons/year Volatile Organic Compounds (VOCs), and 1.21 tons/year Hazardous Air Pollutants (HAPs) by Permit# APC-2019/0073-CONSTRUCTION (Amendment 2); and 2.50 tons/year Volatile Organic Compounds (VOCs), and 2.00 tons/year Hazardous Air Pollutants (HAPs) by Permits# APC-2013/0074-CONSTRUCTION (VOC RACT) )(Amendment 2), APC-2013/0075-CONSRUCTION (VOC RACT)(Amendment 2), APC-2013/0076-CONSTRUCTION (VOC RACT)(Amendment 2), APC-2013/0077-CONSTRUCTION (VOC RACT)(Amendment 2), APC-2013/0078-CONSTRUCTION (VOC RACT)(Amendment 2), and APC-2013/0079-CONSTRUCTION (VOC RACT)(Amendment 2).

Please note that while this request increases raw material throughput, if the permit modification is approved, permitted emissions will actually decrease due to updated calculation methodologies.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending August 1, 2022. A request for a hearing shall be in writing. The request must also show a familiarity with the applications and a reasoned statement of the permit’s probable impact.
