Proposed Plan of Remedial Action for Former Milford Fertilizer Property (DE-1412)

The Department invites public comment on a proposal to clean-up the Former Milford Fertilizer Property (DE-1412) located at 4991 Summit Bridge Road in Middletown. The site is a grass and gravel lot of approximately 4 acres. The lot was previously used by a fertilizer company to store and distribute various types of fertilizers and pesticides including herbicides.

Summit Partners, LLC will be subject to the following key remedial actions: the submittal of a Contaminated Materials Management Plan (CMMP), which specifies the methods used to manage future groundwater and soils at the site and a Long-term Stewardship Plan (LTS) which will be used to monitor the natural attenuation of the groundwater to meet DNREC’s Hazardous Substance Cleanup Act (HSCA) standards. Following the development and compliance with the CMMP and recording of an Environmental Covenant (EC) restricting groundwater withdrawal, a request for Certification of Completion of Remedy (COCR) must be submitted and processed.
